Overview

MiCA CASP authorisation in Lithuania

MiCA CASP licence documents for Lithuania in a folder with the Lithuanian flag and the MAXCORP logo

The Bank of Lithuania authorises crypto-asset service providers under the EU MiCA Regulation (EU) 2023/1114 and the Lithuanian Law on Markets in Crypto-Assets (Kriptoturto rinkų įstatymas). Lithuania’s transitional period for providers registered under the old VASP regime ended on 1 January 2026, so crypto-asset services now require a MiCA licence.

  • A Lithuanian authorisation covers your crypto-asset services across the EU/EEA by notification

  • The Bank of Lithuania is the competent authority for MiCA and the AML supervisor of CASPs

  • Published licensing rules and application forms, so you know what the Bank expects before you file

  • The licence is held by a Lithuanian UAB or AB, which we can set up for you as part of the project

  • One supervisor for crypto, e-money and banks in Lithuania, which helps groups with fiat services

  • Plan about 6 to 10 months from preparation to licence, depending on scope and readiness

The Bank of Lithuania has said it looks closely at the source of funds, the shareholder structure and companies that outsource their key functions, so the application must show a real business run from Lithuania. We prepare the application and the Lithuanian-language business plan, set up the company, its governance and AML framework, and file it with the Bank. Licence, company and compliance come from one team.

Coverage

Which crypto business fits a Lithuanian CASP licence?

The MiCA class you apply for follows from the services you plan, and it sets the own funds your Lithuanian company must hold. These are the models we see most often for Lithuania.

Former VASP moving to MiCA

Class 1 to 3

You need: to keep serving clients after the old Lithuanian VASP registration stopped allowing crypto‑asset services.

Lithuania gives you: a full MiCA authorisation for the services you actually provide, with the class and own funds that match them.

Broker or adviser

Class 1

You need: to receive and transmit client orders, execute them or advise on crypto-assets without holding client assets.

Lithuania gives you: a Class 1 licence with €50,000 own funds, enough for order handling and advice across the EU.

Exchange and custody

Class 2

You need: to exchange crypto-assets for euro or other crypto-assets and keep clients’ assets or keys in custody.

Lithuania gives you: a Class 2 licence with €125,000 own funds, with custody and segregation reviewed by the Bank of Lithuania.

Trading platform

Class 3

You need: to operate a platform that matches buy and sell orders from many clients in crypto‑assets.

Lithuania gives you: a Class 3 licence with €150,000 own funds, the highest MiCA class, for a supervised trading venue.

Your class sets the own funds of your Lithuanian CASP. The MiCA minimums below apply, or one quarter of the previous year’s fixed overheads if that is higher, so budget capital for operations, not only for the application.

  • Class 1€50,000Orders, advice, transfers
  • Class 2€125,000Plus custody and exchange
  • Class 3€150,000Plus a trading platform

Why choose Lithuania for your MiCA licence?

Lithuania brings crypto, e-money and banking under one central-bank supervisor with published MiCA rules. For crypto firms that also need fiat services, that means one regulator for the whole group.

  • One supervisor for crypto and fiat

The Bank of Lithuania licenses CASPs, electronic money institutions and banks, and supervises CASPs for AML as well.

  • Published licensing rules

The Bank of Lithuania’s CASP licensing rules and application annexes set out what to file, and its published expectations show what it checks.

  • MiCA review deadlines

The Bank confirms receipt within 5 working days and follows the MiCA terms for the completeness check and the decision.

  • Passport across the EU

The Bank of Lithuania forwards your passport notification to the host states within 10 working days, and services can start soon after.

Services and class, the Lithuanian company and management, own funds, source of funds, the business plan in Lithuanian, and the AML and ICT policies.

~2 to 4months

Bank of Lithuania: Good-repute documents should be no more than 3 months old when you file.

What to prepare

3. Assessment & decision

The Bank assesses the application and decides.

Assessment of management and owners, own funds, governance, AML and sanctions controls, ICT security, custody and the separation from other business.

~2 to 4months

In practice: The clock can stop once for further information, so most decisions take longer than the legal minimum.

What is assessed

Whether the controls work in practice.

What to maintain

A licensed CASP is supervised on how it operates.

Requirements

What does the Bank of Lithuania require for a CASP licence?

A Lithuanian CASP licence is a full MiCA authorisation, assessed on substance. The Bank of Lithuania checks the people, the money behind the company and whether the business is genuinely run from Lithuania.

Company and substance

The CASP is a Lithuanian UAB or AB, with its registered office and effective management in the EU and at least one director resident in the EU.

  • A separate company may be required if your other business would affect the CASP’s soundness or supervision
  • Key functions should not be outsourced so far that the company is an empty shell
  • The Bank expects part of key management to live in Lithuania, or alternative arrangements

Application file

The Bank of Lithuania’s CASP licensing rules set the application form and its annexes. The file includes:

  • Business plan (programme of operations) in Lithuanian
  • Management and shareholder documents, with good-repute proof no older than 3 months
  • Source of funds and the shareholder structure
  • Governance, internal control and risk management
  • AML/CFT, sanctions and Travel Rule procedures
  • ICT security, business continuity, custody and complaints

Client-facing documents must also be available in Lithuanian.

Own funds

The higher of the MiCA minimum for your class or one quarter of the previous year’s fixed overheads:

  • Class 1, €50,000: orders, execution, advice, placing, transfers, portfolio management
  • Class 2, €125,000: adds custody and exchange to Class 1
  • Class 3, €150,000: adds a trading platform to Class 2

AML and supervision

CASPs are financial institutions under the Lithuanian AML law, supervised for AML by the Bank of Lithuania.

  • Client identification, sanctions checks and ongoing monitoring
  • The Travel Rule for crypto-asset transfers under Regulation (EU) 2023/1113
  • Suspicious transaction reporting
  • Annual supervision fee and reporting to the Bank of Lithuania

FAQ

MiCA CASP licence in Lithuania: FAQ

Who grants MiCA licences in Lithuania?

The Bank of Lithuania, the competent authority under the Lithuanian Law on Markets in Crypto-Assets. It also supervises licensed CASPs, including for anti‑money laundering.

Is my old Lithuanian VASP registration still valid?

No. Lithuania’s transitional period for providers registered under the old regime ended on 1 January 2026, and all MiCA transitional periods in the EU ended on 1 July 2026. Crypto-asset services in Lithuania now need a MiCA licence.

How long does the licence take?

Plan for about 6 to 10 months in total, including preparation. The Bank of Lithuania confirms receipt within 5 working days and then follows the MiCA terms for completeness and the decision, which stop when it asks for more information.

How much capital does a Lithuanian CASP need?

Own funds depend on your class: €50,000 for Class 1, €125,000 for Class 2 and €150,000 for Class 3. If a quarter of last year’s fixed overheads is higher, that amount applies instead.

Does the application have to be in Lithuanian?

The business plan (programme of operations) and all client-facing documents must be in Lithuanian, and the Bank of Lithuania can ask for other documents in Lithuanian too. We prepare the Lithuanian versions with you.

Does the company need people in Lithuania?

MiCA requires effective management in the EU and at least one director resident in the EU. The Bank of Lithuania also expects part of the key management to live in Lithuania, or alternative arrangements, and it does not accept empty-shell companies. We can set up the Lithuanian company and source the people.

Can my existing company apply?

Yes, if it is a Lithuanian UAB or AB. If its other business could affect the soundness of the crypto activity or its supervision, the Bank of Lithuania can require a separate company for the CASP.

What does the Bank of Lithuania look at most closely?

It has said it focuses on the source of funds, the shareholder structure and companies that outsource their key functions. Good-repute documents should be no more than 3 months old.

Can a Lithuanian EMI offer crypto services?

Only in a narrow way. By notifying the Bank of Lithuania at least 40 working days in advance, an EMI may offer custody, administration and transfer services for the e-money tokens it issues itself. Other crypto services need a MiCA CASP licence. See the EMI licence in Lithuania.

Can I passport a Lithuanian CASP licence?

Yes. Tell the Bank of Lithuania in which EU/EEA countries you plan to operate. It passes your notification to those regulators within 10 working days, and you may begin there no later than the 15th calendar day after you notified.

What AML rules apply?

Under the Lithuanian AML law a CASP is a financial institution, so it must identify and verify its clients, check them against sanctions lists, monitor transactions, report suspicious ones and apply the Travel Rule to crypto transfers. The Bank of Lithuania supervises this.

Who runs compliance once the CASP is licensed?

Your CASP does, and we can take on part of it: an outsourced MLRO or compliance officer, an AML team for onboarding and monitoring, help with reports to the Bank of Lithuania and DORA for ICT risk. All compliance services.
