What does Latvijas Banka require for a CASP licence?
A MiCA application to Latvijas Banka is a full authorisation, not a registration. The documents must describe your actual business model, governance and risk profile, and Latvijas Banka assesses whether the controls work in practice.

Who issues MiCA CASP licences in Latvia?
Latvijas Banka, the central bank of Latvia, is the competent authority for MiCA under Section 4 of the Crypto-Asset Services Law. It authorises and supervises crypto-asset service providers and publishes them in its register of financial market participants.
Which law applies to crypto-asset services in Latvia?
The EU MiCA Regulation (EU) 2023/1114 applies directly. Latvia’s Crypto-Asset Services Law (Kriptoaktīvu pakalpojumu likums), adopted on 13 June 2024 and in force since 30 June 2024, names Latvijas Banka as the competent authority and sets its fees.
How long does Latvijas Banka take to decide?
Latvijas Banka checks completeness within 25 working days and decides within 40 working days of a complete application; the period can be extended for objective reasons if information is missing. Including preparation, the full project usually takes 6 to 10 months.
What are the official fees in Latvia?

Is there still a transitional period in Latvia?
No. Latvia gave providers registered before MiCA until 30 June 2025 to continue without a Latvijas Banka authorisation, and all MiCA transitional periods in the EU ended on 1 July 2026. Every provider now needs full MiCA authorisation.
Does the company need people in Latvia?
The company must have its registered office in Latvia and its place of effective management in the EU, with at least one person involved in governance in the EU. In practice, Latvijas Banka expects real substance: management and key control functions that can run the business and answer to the supervisor. Can a Latvian EMI provide crypto-asset services?
Yes, for certain services. Under MiCA Art 60, existing financial institutions such as electronic money institutions can provide some crypto-asset services by notifying Latvijas Banka at least 40 working days before they start, instead of applying for a full CASP licence. CASPs are financial institutions under the Latvian AML law: customer due diligence, sanctions screening, reporting of suspicious transactions to FIU Latvia through goAML, and an independent external audit. The EU Travel Rule (Regulation (EU) 2023/1113) applies to crypto‑asset transfers.
